There are hundreds of examples of fangames that should be paid for, it really depends on the franchise and the licensing rules around fangames for said franchise. Fans can be any group of people, be it some guys or a doujin circle or even a company. Fangames are not inherently worth less than the games that inspired them. See: Touhou Luna Nights.
