I think the lightbulb thing's are temporarily useless, and the tapes if you find enough will unlock an actual tape. On the 0.6 preview release post in the comments there's a guide for the tapes.
The last programmer would forget to put them in. You should be seeing a lot of tapes pop up in the next few updates, alongside a hint system that will let you know how to unlock everything. Kinda like SSB and Kirby Air Ride.
