The #server-guide channel describes the process - you have to react to the message at the bottom of #server-guide (with an emoji) and also some things in #roles before you can chat freely. I think that's it, if you're still having issues you can message a moderator though. And I'm not quite following what you're talking about in the previous message (about pydbag, perhaps you meant, "pygbag"? The #pygame-web might be able to help with that though).
