Actually, if you click again on an NPC that already have an action assigned, you can reassign a new action, but I recon that it is said nowhere nor hinted anywhere that it is possible (and you can not reassign when someone is hungry)
I wanted to add more juice and feedback, but did not had enough time (like everyone else I suppose)
