You are correct, there are three other character slots. However, sadly they are not available to see in the current build and will most likely be interactable when act 3 releases. That being said, There is a chance this winter if they update the game for the blessing of the bells that they will make an appearance. However it is likely they will not appear in it and will only be interactable when act 3 releases.
