The motion blur and frame drops might have been a GPU issue. I might be wrong, but I think Unreal's engine does a lot of GPU operations for the standard lighting that a lot of games use. So if you have an integrated or less powerful GPU, those operations could cause the lower performance you experienced. Just thought I'd give you the heads up in case you were unaware. 

Well, I now have a (slightly) upgraded computer that seems to run Unreal Engine games a bit better, so I shall be giving this a proper go at some point!
