Overlay Trade screen becomes empty after failed offer popup is shown (“not enough water to even up the trade”).
I can reproduce the bug by trying to buy any too expensive item from Tam in Joppa in a clean install with only the OverlayUI and OverlayPrereleaseTrade options enabled.
