Very interesting. Glad to see I've inspired shenanigans! But, a character who's hits don't often deal hitstun, seems really bad. This would make every attack unsafe on hit unless you made the moves obnoxiously fast. That probably shouldn't be a thing. Particularly low hitstun should be good enough for what you are going for. But besides that this character concept has a great potential for fun combos. I'd like to see it fleshed out more.
In the meantime, I have my own character concept, though I'm sure you know. It's much longer, and probably less then halfway done, but I would also like some feedback on it.
