How much is the Fee, and are the Fee's based on size/gene of the game/app? Im not sure why people upload free games to Steam if it costs money, but you can always start a kickstarter or something like Patreon/Others to fund it, im sure people would donate some 

The fee is a flat $100 per game.

I know it's not that much, but I'm currently unemployed and struggling to get by. I am running Patreon, but it's just helping to prolong the inevitable financial issues.

I do plan to probably get it on Steam eventually. The plan is to keep the itch.io version updated as a living demo, so I'll keep adding features, but not additional worlds and story. Meanwhile, the Steam version would be the full one with worlds added as they are built and more story and stuff. Anyone who paid for the game on here would get a Steam key for it.

The other not yet reason is I'm still learning. Now phase 1 is complete-ish, I've been catching up with other work, but also started putting together a small multiplayer deathmatch game with bunnies that I'm targeting towards Steam. Partially as a palette cleanser between the phases, but also to get some insight into building a game to interact with a platform like Steam, which would help with integrating this later on.

The Running of the Wolves has a Trello detailing the to-do list and what is in each phase: Trello and there is actually a list and yellow tag specifically for the required tasks to be able to put it on Steam. It's called Steam EA. It's currently 3am where I am, so I can't remember what "EA" stands for right now. I'll probably remember after some sleep!
