it actually costs quite a lot of money to even make a mod on iOS. And considering most of us are teens or younger it makes sense as to why we won't be able to spend money to make one. Hope this helps undertsand as to why!
According to my own personal knowledge, you need to pay $99 on an annual (yearly) basis to publish it and keep it up on the App Store.
