Hmm... I'd say keep playing with various setups and it'll all come together. There's only one way to solve it and it follows all the rules.
My buddy solved it. Turns out I interpreted "first" row incorrectly but ultimately only needed to change 3 squares. For anyone else reading this, the "first" row is the top row.
