You are most likely confusing max stats with your current stats. At the start of the game you choose your max stats for the player. When you view a person's stats in game, the first column is your current stats, the second column is your max stats, and the third column will have the buttons to increase each stat by 1. Your stats will generally start at zero unless you have some kind of bonus.
