You handled the 7/4 very well: 4 dotted notes plus 4 sixteenths work perfectly.
The 7/4-4/4-5/4-4/4 part is so well composed that I wonder if my ear is not fooled by hearing 5 bars of 4/4 (7+4+5+4=20).
The sound bank is not extraordinary and it's a pity, it doesn't honor your composition.
Despite that I liked it and I find that there is a little side Mario Kart of SNES with rich chords and unexpected rhythms.
