Since you've restricted new downloads, people can't get your game. In fact they can't even tell your game has any downloads! Therefore, your game doesn't show up in searches. It will once you allow downloading again.

In what sense, not ready? If you don't actually have a file for people to download, then no, it makes no difference whether the project as a whole is set to allow downloads or not. The effect is identical. It only matters if you do have a file attached.

Do you mean that I will be listed in the search list when I register the download file and turn off 'New Download Restrictions'?

Yes, exactly. That's because the search is intended for people to find games they can actually play. (Or books and comics they can actually read.) Having a placeholder page is fine, but then you'll have to share the link yourself. Besides, as long as the game is listed on your creator profile, search engines will pick it up. So it's still useful to have it.
