Most places in the United States have a drinking age of 21 so it doesn't ruin the immersion if you think of it like that

That's way too high to be believable. drunk teens is what US schools are known for. Just doesn't seem to add up.

I mean I live in the US and it's pretty accurate, even if people get drunk in school, it doesn't mean they'll just hand alcohol to minors in this country

Someone less than 21 can procure alcohol from a particularly lax convenience store, but most liquor stores and bars card pretty hard.  If someone under 21 is caught in the bar or is able to purchase liquor from the liquor store (and state liquor authorities often hire underage people specifically to catch violating bars and stores), the bar or store will lose its license to sell alcohol, so they've got a strong incentive to self police.  It's totally believable to me that Chelsea couldn't get in a club (especially a strip club) without offering an ... extra benefit.

Right. Imagine you've been legally drinking for 8 years. Than a character 4 years younger than you is considered 3 years to young.

It just really stops you in place and ask how the fuck does that make any sense,

Its a fictional game so, I sort of just really don't expect anything to be like societal norms, even if the drinking age was 30 it's its own setting, comparing these kinds of games to real life isn't really the way to go, if you didn't point it out I wouldn't have even noticed
