I don't know where I should sign. The 'Sign Here' line has a black cross over it.

Hi Genesis1, as i can remeber, you do not have to send the tax form, if your game is freely available. You just need it for the paywhatyouwant thing and of course if you set a price for your game. If you're from germany then don't forget set the tax value on the form to 0(zero) and you are acting as "individual" if you don't have a GmbH or Gbr. Hope this helps a bit, but i think you're already through.
