I think so, because roblox studio is an game engine, i just think that you can't use the premade assets that are in roblox studio, you have to make the programming and modeling all by yourself. That's what i think tho, it may be different. I think that you can use it, because there was some roblox games in the minijam i participated. I don't recommend using it tho, because it will be harder for people to play your game.
