No it wouldn’t, and also I’m not liable for it even if they were valid headers. The key difference is that, you have to broadcast it, at a very high frequency. Your phone does not have an antenna, your phone uses the cellular network, the EAS alert system actually is an AM radio station, they broadcast on government frequencies, which are frequencies no other companies can use, as their illegal. However if say, and that’s why weather radios typically don’t let you listen to music, because that would disrupt their ability to actually read headers from the EAS broadcasting system.

In truth, I am completely able to generate actual SAME headers, but as evident by my disclaimer, I am not able to be held liable, if I was, then all other people who made SAME generators are liable, questionable software is allowed to be legally created and distributed, so long as they don’t straight up break the law, but say, for example, “The Pirate Bay” that site would technically be very illegal, but the government did nothing, because they themselves aren’t actually hosting anything, their just giving you links to torrents, which are hosted from other people. And of course, this leads to people pirating software, which is illegal.

But because they don’t directly stand a path in that, they don’t get penalized or banned for it. So me making a SAME code generator for my game wouldn’t automatically make me get arrested, because the header’s encoding is actually public knowledge.

But yeah, as I was saying, even if they were 100% valid headers, you would not be able to broadcast them, unless you have a radio transmitter, and a commercial grade transformer, which, since you’re more likely to be just a regular civilian than a radio broadcaster, you’re far less likely to have access to this type of equipment.

I hope I was able to clarify this, it is always important to understand how frequencies work, and for future reference, it is always best to seek advice or information from a lawyer, and to do your own research rather then to just assume.

Forgive me, but I’m not going to keep this conversation going. Bottom line is that I just told you how and why the EAS system gets activated, and I just told you the headers used in EAS Simulator are not valid, they never were.
