Ghosts has its own self-contained system for character creation, combat, and hex travel. This is further expanded upon within ILSS, but it isn't necessary.
I bought it regardless, because I have ILSS. I probably would have bought it to use with another system as it looked interesting. If you add what you said to the product description then that makes it apparent one can play it as is but with more options if you have ILSS.
