I'm very intrigued by this game. I'm not usually a big fan of text only games but I do love games in this style where you can interact with the world at different times with different characters. It's always fun to be able to see what choices and decisions change for future characters.
Your design document seems concise, descriptive, and well written. I have a pretty good grasp on what the end product will look like.
