Are you using an old save? Normally you can talk to the commander but at some point the soldier tells you to go away.
nope, i started to play now, isn't something that resets the mission? If i remember, the game talks about a place where you can reset missions
Yes, there is a book in the cellar of the patron tower but this might break the game completely. It's a last resort and better only used on spare save files.
i don't think there other options, where this tower is? But relax, if the save corrupt or the entire game just breaks i just start again
i make some test and seems like the mission is really bugged, is problably just for me or other android users, i reseted the game and still don't work
