I'm not defending pirates, I'm just saying that Valve is not Supporting them, in my opinion Valve as Game Company is one of the best companies, Portal2 is great game their other games are also very solid... So all I'm trying to say is "Don't blame Valve for pirates on Steam" these pirates are not Valve Employees but just some random morons.
Valve simply can't control everyone 24/7... they would need more employees than they have customers to control everyone 24/7 :P
As soon as You report these people to Valve, and as soon as Valve see that it is indeed pirated game they gonna ban pirates accounts.
