im on the itch app and i cant seem to download the game? and im on a windows pc so i cant run .rar files

Try to use WinRAR or WinZip.
Yep WinRar is completely free to use. It will ask you to pay for it but you don't need to, just ignore it and keep using it. If you decide to pay for it that is up to the user, but I have been using it for around 5 years for free.
