If I'm not mistaken I believe you have to progress the story line for the next one.
Yes, I believe you do have to progress the story. I have all four and only did it recently, but how they spoke seemed like you get the message/thought to go back (during evening) just after your rescue at Sakura Town.
I'm doing the keiko stuff after I finished the game and unlocked all the scenes but I can't seem to unlock the 4th keiko one..why is that?
The keiko stuff is part of the story you must have missed something because if you can't unlock that scene the game is not complete
I'm at the good news mission and it says wait for further updates...
did you try going at different times of the day?
