Try to install this GameBaseFolder\Engine\Extras\Redist\en-us\UEPrereqSetup_x64.exe and try to run the game again.
I already had it installed, I did reinstall it but that didn't seem to do anything. Same pop-up and all, might just be my laptop. Thanks for the help.
