I have a similar issue. When I try to speak with Warrick with the tea tickets, it just says to speak with him during the day despite it being day already. I didn't redeem any tickets at all so I don't think it's the ticket count.
This should be fixed in the next patch too, so there will be a generic reply about it. (We kind of forgot the voucher could be activated at the time, and didn't adjust things accordingly)
