Write a book/short story if you imagine only one outcome and one way of getting there.
If you imagine multiple endings or maybe one ending with different interesting ways of getting there, stick with games.
Sounds like a visual novel would be your best fit.
I read a lot myself, but if I had to pick between a book and a game, I'd pick the game. Stories are much more engaging when they're interactive.
