Regarding whirlwind, I checked and it's an extraction issue. If you play the game directly from the .lhz file without using the setup.exe file, the font in the file names won't export properly and the engine won't be able to read it. I'll be fixing the file names so they don't have any non-base latin symbols in them (and therefore rpg maker will always be able to read it), but as far as I know, this is what's causing it.
But in regards to the other attack, in order to be able to use that attack, you must acquire a gun. It's intentionally unusable until you beat the Red Cadette and get his gun. If that still doesn't work for you, then I might need screenshots, since it worked for me without problems when I tested the game and I specifically tested for this.
