Oh man, I honestly don't remember too well. We made this game years ago for a jam. I think for that level only the lighter dirt blocks can be picked up. But there is one part I recall that the pumpkins are the key.
Hm, if putting the green pumpkin on top of the green block didn't work that might be a bug, but I'm starting to recall how the level goes. Did you jump on top of the green pumpkin once you placed it on the green block?

I don't remember the exact number but the solution was to get a number of pumpkins in that little bucket shaped piece of land that's floating. I think the chocolate floor pieces count towards that counter as well.
