Yes, I don't remember all steps You need to do in order to be able to prostitue Cocona but.
- You need to finish Cocona Questline and allow Fat Priest to fuck Cocona ( if You don't then Cocona Prostitution is locked )
- You need Team Up with Cocona
- You need to go at day time to Noer Marketplace and prostitue
