In many countries such as the United States, judges are part of the judicial branch of government instead of the executive branch, which is where we find law enforcement and the military. Many, if not most, lawyers do not work for law enforcement unless they are prosecutors, lawyers employed by law enforcement agencies to bring criminal suits.
