no this does not work. The Country you are in during account crration is the store you get. It is possible to enable a vpn, change store regions once every 3 months and download stuff that way but there are different problems with that. Steam requires a correct adress of the users location. It is possible to use a random adress somewhere of course but if the payment method and the given adress differ frequently this might lead to problems (ban) in the long run. I know of multiple people who had their accounts permanently banned for changing their store loctation to the netherlands while living in Germany. It's just not a great and a very risky option since valve does not fk around
