Unfortunately, I don't think it's a good choice.
Drawing and simple animations are easy in Adobe Animate
and the graphics are clean because of vector style.
But you need at least a separate main code file and
frame-in-frame movieclips.
Of course, you cannot make an entire game in the main timeline,
Instead I used to make my flash games in one frame
(let's say the whole game as a movieclip).
It would be great if you could find a solution

Indeed! Many flash games back then use multiple huge swf files and they're mostly working on a team. Take an example like Sift-heads and classic poptropica. But there are some games that were made by only one person mostly found on website like stickpage and newgrounds. Those people are my inspiration to try flash game development, it's a fun experiment though i agree with you to not recommend it as the main game engine for game development
