nvm I just went into the files and edited this part of lvl_04 to get rid of the hills, I assume this was the intended solution, idk why the developers didn't introduce 'messing with the game files' as a mechanic earlier?
You're not supposed to mess with the files. Baba has an ability that allows them to launch other units over hills. I'm pretty sure this was part of the solution of an earlier level
