FIXED!
You need to lauch the game with /DIB8
From command prompt:./Mobile Suit Baba.exe /DIB8
Or make a shortcut and add /DIB8 at end of target field.

It does run and is playable, but the tiles do look a bit odd, and there are no black outlines
