I have the same problem. Completely new game (haven't played before) and I bought the blueprints for the 3rd floor and Melinda's room. Then I built the floor and the room and nothing happened. I also can't unlock the pajamas for Aurora or Kat.
After building the third floor go to the third floor at night, then when you build the room for Annie do the same go to her room or third floor (I don't remember) at night. Maybe for some reason the hints are not changing for the events should work perfectly
