No No it makes sense. Vulkan is more rare to see due to its competitor being DirectX which is widely known and widely supported and Vulkan is not. Although the use of Vulkan can still be common due it generally being more optimized and also being lower hardware friendly. The commenter I replied to uses a IGPU witch is basically a integrated GPU on the CPU die that feeds off system ram rather then video ram like you see on GPUs, its understandable they can't run it as the IGPU they possesses is a older model which doesn't support Vulkan 1.3 with thier model only supporting Vulkan1.0 plus that's its from 2014.
