It should be available after the whole bandit camp situation is resolved. If you had a fight against Scar then there should be a talk with Jester back at your home. After that there new places should be available.
Logan scene is when you encouraged him to go to the camp and he was captured by the bandits.
Consequences, well... there are several things that changed. Different things in the bandit camp, bandits will appear in the Bareshade, they also shouldn't attack on the track.
The bandits will have a Morale meter after the Scar and Tank battle in the camp during the day, and if that gets below 25, they will start apearing in the tracks again until it goes above that, but you can fight any of bandits in the track area inside the camp by the Spar choice.
