For now, to anyone who's also experiencing this, I can suggest holding Control+Command when dragging the window to move it :)
that has no effect on my computer. I brought up the Keyboard Viewer to confirm that those keys were, in fact, activated before i attempted the click drag and it didn't change my inability to grab it with the mouse.
