I think the person near the light blue truck in the "Rast Area" (sorry if I misspelled it) is the person to give it to, so try talking to him. If you still don't seem to be making much progress, you can wait here for a response from the developer.
If he is in "Las Diosas" (sorry if I spelled it wrong) and not in the rest area, you can get clips and such from the shop and an electricity meter from the graveyard.
