I can't figure out how to access your IPS file. When I decode your base64 link, it doesn't bring me to a download site and I'm not sure what to do with the jibberish that it decodes into
It's not a link - just save the decoded data to a file, and that's your IPS file. Then, go here and use the IPS file to patch the original .nes file to the final .nes file:
