That's what I always do in the game.  But why is it bad to get a permanent base?  It may not even require money.

Permanent base that dont require money will alway be captured by someone (goblins, so poor guys, rats and so on). And a place that require money doesnt make any sense too cuz this island is ruined anyway.

Remember that Noer island is FULL of refugees all looking for places to live to the point that people are selling themselves into slavery.
Lona would have to whore herself out four times a night to afford one bowl of soup and a room for a single afternoon.
