Hi! I am an artist and a storyteller, so I am able to write, the thing is by attempting to write the quests myself I discovered designing good quest is not that easy. The only reason that we ask for previous experience is to have some understanding on how do quests work and how their narrative affects gameplay. Although this is really subjective as even if someone did write quests before it doesn't mean they are good at it. The same way maybe someone who never did them but did a lot of writing and participated in game design can do an amazing job at it.
