It looks like you forgot to include plain water tiles in the 16x16 folder. Had to go digging in the RPG maker folder. Correct me if I'm blind.
Yeah, that's an oversight that I've totally forgotten to correct, apologies. If you scroll down the comments a little you can see someone else had this issue and I provided the tile in the reply 😅
