You must have failed to record some of the evidence of his misdeeds.
Josh will only accept being a slave if you record him masturbating in the storage room, him negotiating the tests with his friend and him injecting steroids in the locker room... if you haven't recorded all of these 3 items you won't be able to blackmail him.
The result you described happens when some of the evidence is not recorded.
