have you finished the second quest you get from post 169? (the one where you need to place the transmitter on top of the vault 64)

I did, I left the vault after accepting defeat and giving up thinking I'd find something and come back then I got that quest but even after finishing the circle with the objective of discovering the vaults secrets is still gray but all the others for shutting down the facility are green and it gave me the reward for quest completion.
