Pretty sure that's because that's the last memory you can unlock by killing the No-Skin Man, there are other memories unlocked by killing the secret bosses.

I think it is pretty obvious already, if you talk to Rugs in the second stage, he asks if you have a light. 

You have to buy the item from the frogs that lets you increase skin percentage by 8.

I got to 100% as Noire.

I find this game to be very poorly designed. To do well in the game you must wait, you must wait a monstrous amount of time. The way the game works now upgrade points are spawned now and then, if you let an asteroid fly around for a long time the upgrade points will still spawn. To get past level four even, you need upgrades. The only way to get upgrade points is via the upgrade points that spawn randomly. A better system would be that the faster you complete a level the more tokens you get. That way you aren't incentivized to wait for so long, the game will get more exciting. I understand the upgrade system may not be the core aspect of the game, yes there is some hidden story in that each planet has a letter hidden, combine the letters you get a story, but this is locked behind getting to new levels, and it is a very arduous task.

It was fine. I got the number one leaderboard position on my third attempt. The second level was harder than the third.
