I actually love the idea of dragging the Es to make more powerful bullets for a risk/reward mechanic! Would be interesting to explore the different ways the draggable letter combinations can be pushed to their limits with more development time

Thanks for playing the game! You guessed correctly, the E and R were not supposed to be moved. We just didn't have enough time to test all the UI stuff, so that glitch completely went over our heads haha

Yeah, the start menu seems to be not as intuitive as we first thought, I apologize. You should drag and drop the letters "P, O, W, E, R" into the empty bullet shell (not the ones with POW already in it) to start the game. 
If you meant the Loadout menu. You can just press E again to close the Loadout menu

Known Bugs so far:

• Dragging the P O W E R letters behind a UI object OTHER than the empty bullet shell makes them inaccessible - please reload page if this happens

• Dragging the letters E and R into the bullet shells at the bottom of the screen locks them in there. Note that the E and R are NOT supposed to be in the bottom shells and might break some combinations - please only drag and drop Ps Os & Ws in the bottom shells!

Thanks! There isn't a Linux build at this time. I will let you know if I end up making in this coming fall when I work on adding this to my portfolio.
