I accidentally took down the Download trying to do something, its back up now.
Other then possible bugfixxes none are planned

I have never heard of such an issue... It could be a problem with RPG Maker (VX Ace) itself...

Just install whatever it's telling you to do. (It's just a RunTime Package for RPG Maker Games like this one, just has general assets)

I intentionally did all the ways you could lose limbs, and when i got to the part where the double cannibals are I only had one limb apparently.
I managed to get -1 limbs lol
