I think they are the pole dancer in the club.

Don't know if this is a bug or not, but on the city map I had this happen.  I rushed to the dragon early on and got CV'ed by them.  After, the dragon and one of the mouse girls kept fighting with the elevator controls in the center of the round room.  The dragon was on the elevator and wanted to go up and a mouse girl kept wanting get on the elevator from the top.  A mouse girl would press the button to call the elevator, the elevator moves so fast that by the time the dragon pressed the button to go up, it was already on top.  Then when the dragon pressed the button, the elevator would go back down.  This repeated over and over with no end in sight.

It has to be the same exact pred and it costs energy points to do so.

This reminds me of the old ass flash game called super deepthroat.
